(NORAD collected reviews10/2007) he civil society movement is a relatively new phenomenon in Nepal, developing explosively from 249 in 1990 to 19 944 registered NGOs by July 2006, with estimations as high as 30 000. The Working Group of Donor Heads of Agencies, where the Norwegian Embassy is represented, commissioned this study in early 2007 to guide their discussions, provide views from the NGOs themselves, point at areas of consensus and give recommendations for the future on NGO/donor relationships. The study does not give a detailed overview of the contributions from the various donors, but refers in general and points at examples when discussing the various issues treated. Norway is reported as one of the minor contributors among the donors to the NGO sector in Nepal. Since then Afghanistan has set the course for a better future with greater freedom, stability and welfare, with considerable support from the international community, including Denmark. In spite of making progress, however, Afghanistan is still in a post-conflict situation with the risk of regression in the political transition process. The security situation remains unstable in large areas of the country, and the presence of international forces that further stability as well as extensive economic assistance will be necessary for a great number of years to come. The new democracy must take firm root and the illegal, armed groups must be disarmed. In addition, Afghanistan is facing great social and economic challenges to lifting the Afghan people out of poverty. The Danish Government has allocated DKK 670 million for civilian reconstruction and humanitarian activities on the appropriation acts for 2005-2009. Development assistance is given to Afghanistan with the aim of supporting the building up of a society that is democratic and stable, creating improvements in the living conditions of the poor and respect for the rights of the individual, including the rights of women. This strategy document aims to present the background for and main lines of Danish reconstruction and humanitarian assistance, and to present Danish efforts as a whole in Afghanistan in the 2005-2009 period. The contents of the strategy are the result of discussion of its elements with Afghan partner organisations, and the government of Afghanistan has approved the main lines. Danish development cooperation is aimed at helping poor population groups by ensuring critical investments in people and promoting sustainable development through poverty-oriented economicgrowth. Denmark will seek to underpin further progress in the field of democratisation. The participation of women in the development process, a sustainable environment and the promotion of human rights and democracy are important concerns for Danish development cooperation. The delivery of effective development cooperation through strategic, performance-oriented activities centred on sector programme support is a fundamental principle in Denmark’s development policy. Denmark’s bilateral development cooperation is primarily channelled to a selected group of programme countries that demonstrate the will and ability to promote long-term sustainable development. The countries that meet the conditions for receiving Danish development cooperation are challenged by severe poverty but at the same time live up to their responsibility to meet this challenge by formulating and effectuating long-term national poverty reduction strategies and working to consolidate democracy, respect for human rights and good governance. Partnership is a cornerstone of Denmark’s development cooperation. Effective poverty reduction requires the establishment of partnerships on a broad front, both with the national and international actors involved in the formulation, effectuation and monitoring of the programmes as well as with the partners in the development cooperation and other actors who are affected by the activities − governments, the private sector, and civil society, including poor and marginalised groups. Another fundamental principle of Denmark’s development policy is that this cooperation should be based on the programme country’s own strategies andpolicies. This country strategy sets out the principles for Denmark’s development cooperation with Bangladesh over a 5-year period (2005-2009), and at the same time constitutes the strategic framework for the long-term partnership with Bangladesh. The fall of the Taliban regime in 2001 was an historic opportunity for Afghanistan to free itself from the yoke of more than 20 years of occupation, civil war and fundamentalist oppression. Since then Afghanistan has set the course for a better future with greater freedom, stability and welfare, with considerable support from the international community, including Denmark. In spite of making progress, however, Afghanistan is still in a post-conflict situation with the risk of regression in the political transition process. The security situation remains unstable in large areas of the country, and the presence of international forces that further stability as well as extensive economic assistance will be necessary for a great number of years to come. The new democracy must take firm root and the illegal, armed groups must be disarmed. In addition, Afghanistan is facing great social and economic challenges to lifting the Afghan people out of poverty. The Danish Government has allocated DKK 670 million for civilian reconstruction and humanitarian activities on the appropriation acts for 2005-2009. Development assistance is given to Afghanistan with the aim of supporting the building up of a society that is democratic and stable, creating improvements in the living conditions of the poor and respect for the rights of the individual, including the rights of women. This strategy document aims to present the background for and main lines of Danish reconstruction and humanitarian assistance, and to present Danish efforts as a whole in Afghanistan in the 2005-2009 period. The contents of the strategy are the result of discussion of its elements with Afghan partner organisations, and the government of Afghanistan has approved the main lines. The countries that meet the conditions for receiving Danish development cooperation are challenged by severe poverty but at the same time live up to their responsibility to meet this challenge by formulating and effectuating long-term national poverty reduction strategies and working to consolidate democracy, respect for human rights and good governance. Partnership is a cornerstone of Denmark’s development cooperation. Effective poverty reduction requires the establishment of partnerships on a broad front, both with the national and international actors involved in the formulation, effectuation and monitoring of the programmes as well as with the partners in the development cooperation and other actors who are affected by the activities − governments, the private sector, and civil society, including poor and marginalised groups. Another fundamental principle of Denmark’s development policy is that this cooperation should be based on the programme country’s own strategies andpolicies.     A discussion paper on donor best practices towards NGOs in Nepal / Amina Singh, Nora Ingdal. - Oslo : NORAD, 2007. - 44 p. (NORAD collected reviews10/2007) he civil society movement is a relatively new phenomenon in Nepal, developing explosively from 249 in 1990 to 19 944 registered NGOs by July 2006, with estimations as high as 30 000. The Working Group of Donor Heads of Agencies, where the Norwegian Embassy is represented, commissioned this study in early 2007 to guide their discussions, provide views from the NGOs themselves, point at areas of consensus and give recommendations for the future on NGO/donor relationships. The study does not give a detailed overview of the contributions from the various donors, but refers in general and points at examples when discussing the various issues treated. Norway is reported as one of the minor contributors among the donors to the NGO sector in Nepal.

    Afghanistan-Danmark partnerskab : strategi for udviklingssamarbejdet 2005-2009. - Copenhagen : Royal Ministry of Foreign Affairs, 2006. - 40 p. Taliban-styrets fald i 2001 gav Afghanistan en historisk åbning for at frigøre sig fra åget af over 20 års besættelse, borgerkrig og fundamentalistisk undertrykkelse. Siden har Afghanistan med betydelig støtte fra det internationale samfund, herunder Danmark, lagt skinnerne til en bedre fremtid med større frihed, stabilitet og velstand. Trods fremskridt befinder Afghanistan sig dog fortsat i en post-konflikt situation med risiko for tilbageskridt i den politiske overgangsproces. Sikkerhedssituationen er fortsat ustabil i store dele af landet og tilstedeværelsen af internationale stabilitetsfremmende styrker og den omfattende økonomiske bistand vil være nødvendig i en længere årrække fremover. Det ny demokrati skal for alvor slå rod, afvæbningen af de illegale bevæbnede grupper udestår, og Afghanistan står over for store sociale og økonomiske udfordringer for at bringe den afghanske befolkning ud af fattigdom. Den danske regering har afsat 670 mio. kr. til den civile genopbygning og humanitære indsatser på finanslovene 2005-2009. Bistanden til Afghanistan gives med det formål at støtte opbygningen af et demokratisk og stabilt samfund, at skabe forbedringer i de fattiges levevilkår og respekt for den enkeltes rettigheder, herunder kvinders. Målet med dette strategidokument er at fremlægge baggrund og hovedlinjer i den danske genopbygnings- og humanitære bistand samt præsentere den samlede danske indsats i Afghanistan i perioden 2005-2009. Indholdet af strategien er blevet til efter drøftelse af strategiens elementer med afghanske partnerorganisationer, og de overordnede linjer i strategien er godkendt af den afghanske regering.

    Afghanistan-Denmark partnership : strategy for development co-operation 2005-2009. - Copenhagen : Royal Ministry of Foreign Affairs, 2006. - 40 p. The fall of the Taliban regime in 2001 was an historic opportunity for Afghanistan to free itself from the yoke of more than 20 years of occupation, civil war and fundamentalist oppression. Since then Afghanistan has set the course for a better future with greater freedom, stability and welfare, with considerable support from the international community, including Denmark. In spite of making progress, however, Afghanistan is still in a post-conflict situation with the risk of regression in the political transition process. The security situation remains unstable in large areas of the country, and the presence of international forces that further stability as well as extensive economic assistance will be necessary for a great number of years to come. The new democracy must take firm root and the illegal, armed groups must be disarmed. In addition, Afghanistan is facing great social and economic challenges to lifting the Afghan people out of poverty. The Danish Government has allocated DKK 670 million for civilian reconstruction and humanitarian activities on the appropriation acts for 2005-2009. Development assistance is given to Afghanistan with the aim of supporting the building up of a society that is democratic and stable, creating improvements in the living conditions of the poor and respect for the rights of the individual, including the rights of women. This strategy document aims to present the background for and main lines of Danish reconstruction and humanitarian assistance, and to present Danish efforts as a whole in Afghanistan in the 2005-2009 period. The contents of the strategy are the result of discussion of its elements with Afghan partner organisations, and the government of Afghanistan has approved the main lines.

The BEIP was then defined as a "gap-filling project" to the Institutional Reforms Programme (IRP), funded by the World Bank. The overall goal of the BEIP project is to contribute to Quality Education for All. The initial agreement stated six objectives, with the following areas of contribution for the project: training of school managers, establishment of Local Circle Offices (LCOs)/Local Teachers Resource Centres, training of Primary School Teachers as Mentor Support Teachers, improvement of teachers guides (maths and languages), support to reforms of Parent Teacher Associations, and initiation of the process for mainstreaming Madrassah education.

    BRAC Education Programme : BEP 2004-2009 mid term review report / Anne Ryan, James Jennings and Jill White. - Oslo : NORAD, 2007. - 146 p. (NORAD collected reviews20/2007) (Bangladesh Rural Advancement Committee) Education Programme, BEP, is the forth phase of an ongoing education programme that started in 1985. Each phase has been consistant in its overall aim to provide educational opportunities to children and young adults who are otherwise not served or poorly served by the mainstream educational programme. In recent years BEP has expanded its educational provision to include life skills training for adolescents and in close cooperation with the Government of Bangladesh it has provided pre-primary education and in-service teacher training for primary and secondary school teachers. BEP 2004-2009 comprises five main components: school operation, capacity and materials development, collaboration with Government, adolescent development, post-primary basic and continuing education.
