Aid and Dutch disease in the South Pacific / David Fielding. - Helsinki : UNU/WIDER, 2007. - (Research paper ; 2007/50) The impact of aid inflows on relative prices and output is ambiguous. Aid inflows that increase domestic expenditure are likely to cause real exchange rate appreciation, ceteris paribus. However, if this expenditure raises the capital stock in the traded goods sector, then output in this sector might not contract, at least in the steady state. Moreover, if investment in the nontraded goods sector is relatively high and/or productive, then there is not necessarily any real exchange rate appreciation in the steady state. We use time-series data to examine the impact of aid inflows on output and real exchange rates in ten South Pacific island states, and find aid inflows to produce a variety of outcomes in economies of different kinds.

ARTNeT is an informal and open network of research and academic institutions with a strong interest in trade and investment policy and facilitation issues. Institutions involved in the network are classified as ARTNeT Members, Core Partners, and Associate Partners. Please consult the ARTNeT membership guidelines or the list of members and partners for more information. iven the increasing complexity of the international trade environment, policy makers in the UNESCAP region are in need of more effective institutions able to deliver the research and analytical studies to make better decisions. In April 2004, developing countries in Asia and the Pacific expressed support for the establishment of a research network on trade to equip the region with a mechanism for enhancing the capacity of research institutions. This led to the creation of the Asia-Pacific Research and Training Network on Trade (ARTNeT), an open regional network composed of leading trade research institutions across the UNESCAP region, and supported by the International Development Research Centre (IDRC), Canada. The UNESCAP Trade and Investment Division is the Secretariat of the Network and coordinate its activities, while an Institutional Advisory Board (IAB) has been set up to provide leadership and guidance during its initial phase. Three Permanent Advisors for Research, Professors Jagdish Bhagwati, Alan Deardorff and John Whalley, also provide strategic guidance on the ARTNeT research programme and its implementation.

The vision of an integrated, poverty-free, prosperous, and peaceful Asia and Pacific underlies initiatives to support regional cooperation and integration (RCI) in the region. Changing world economic realities have highlighted the importance of closer economic cooperation in the region and the need within ADB for a coherent and strategically focused approach to RCI. Building on its previous initiatives on regional cooperation, ADB has developed a coherent RCI strategy by consolidating its efforts since the early 1990s. On 25 July 2006, the ADB Board of Directors endorsed the RCI Strategy, in which ADB plays an active role as catalyst, coordinator, and knowledge leader of RCI in Asia and the Pacific. The RCI Strategy has four pillars: (i) Regional and Subregional Economic Cooperation Programs (Cross-border Infrastructure and Software) (i) Trade and Investment Cooperation and Integration (i) Monetary and Financial Cooperation and Integration (i) Cooperation in Regional Public Goods Established in 1 April 2005, the Office of Regional Economic Integration (OREI) facilitates and coordinates ADB's efforts in RCI and raises ADB’s profile in key RCI events. OREI coordinates RCI activities by serving as a knowledge center on RCI as well as a key player in policy consultation and institutional capacity building for developing member countries and regional/subregional groups. To support the RCI strategy, OREI launched the Asia Regional Integration Center (ARIC) on 2 October 20061 as a knowledge and information portal on RCI in Asia and the Pacific. It monitors emerging trends in regional economic integration, particularly flagship programs under ADB initiatives on RCI, and publishes the latest statements of ADB Management on RCI progress. Among knowledge products, the Integration Indicators Database is a user-friendly and flexible statistical tool that features a set of integration indicators to monitor progress on RCI. ARIC also houses the only online database that tracks free trade agreements (FTAs) in Asia and the Pacific. The FTA Database contains all bilateral and plurilateral agreements globally with at least one Asian country as signatory. It covers all agreements at all stages of development, from those under study or consultation to those in force. This database also provides users agreement texts to easily compare FTAs. Initiative-specific resources, made available for the four RCI pillars, provide a comprehensive coverage of latest headline news, insightful editorials, cutting-edge research, and links to related websites on RCI. As a new knowledge resource published by OREI, the Working Paper Series on Regional Economic Integration provides in-depth analysis of major topics relating to RCI. Other related papers and books by ADB staffs are included. The Seminar Series on Regional Economic Integration brings together key people involved in regional integration for strategic discussions on emerging issues. Asian Macroeconomic Developments covers an array of resources on selected Asian countries. These include economic and financial data, economic reports, policy researches, as well as the Asian Economic Monitor which provides a semiannual review and outlook on growth and development in emerging East Asia. The vast trove of information found in ARIC makes it a vital source for a wide variety of users, including policymakers from major government agencies, economic and policy analysts in the multilateral aid community, strategic groups in the private sector, relevant nongovernment organizations, academic researchers, journalists, and economic commentators.

The Asia Regional Information Center provides information about the economic development of many Asian nations. The site is co-financed by the Asian Development Bank and the Australian Agency for International Development. It provides a clearinghouse of information on economic and social developments; financial and corporate restructuring initiatives; and the structural reforms. The centre also monitors economic and financial indicators and resources on development and policy issues. The site provides: economic news; editorials and opinions; new data releases; economic reports; a policy forum; and a section of websites.

Centre for Conflict and Post-Conflict Studies, Asia Pacific is based at the Australian National University. Its website provides information about the aims of the center and its ongoing research projects. It includes free access to press releases, conference announcements and some full-text working papers and research reports. Topics of interest include regional security, human security, ethnic conflict and reconciliation in nations of the South Pacific and Asia. The Centre for Pacific and Asian Studies (CPAS) was established in 1991. Developed from the former Centre for Australian and Oceanic Studies, the CPAS has an interdisciplinary character and covers Oceania, including Australia and New Zealand, Continental Asia and insular Southeast Asia. The Centre is hosted by the Cultural Anthropology research group within the Department of Anthropology and Development Studies at the University of Nijmegen. The CPAS constitutes a network of social and cultural anthropologists, legal anthropologists, development sociologists, geographers, historians, and linguists at the University of Nijmegen and at the Max Planck Institute for Psycholinguistics in Nijmegen. At present approximately 25 senior and 14 junior scholars are affiliated with the Centre. Association for Social Anthropology in Oceania is an international organization dedicated to comparative studies of Pacific topics.

The overall purpose of this FAO paper from 2008 is to address food security and poverty reduction in the face of climate change and energy security. It attempts to bring to the fore food security threats associated with climate change in the food production and supply environments, as well as the broader livelihood and ecological changes that will occur as a consequence. Recognizing the different geographical regions around the Pacific and how climate change would impact on their food security situations opens up new opportunities for understanding why changes happen. An attempt will also be made to address how Pacific Islanders can be assisted to enhance their capacity to reduce risk and make optimal use of current climate resources in order to capitalize on benefits that may arise due to the changing climate.

Corruption in small Pacific island states : a case study of Vanuatu / Marie Vaadre. - Jönköping : Jönköping University. Jönköping International Business School, 2009. - 40 p. (Master's thesis) Corruption is defined as the abuse of public office for private gain. Often, corruption has devastating consequences, the two main consequences of which are economic and social. Unfortunately corruption exists most in developing countries, where people already live under hard economical and social conditions. The Pacific Islands are a region where corruption is a problem. Some countries are doing better than others, some have improved and some have got worse. But almost all of the Pacific island countries have faced cups or riots, breakdown of law and order as a consequence of corruption. The region is unique and characterized by ecological and cultural diversity, colonization, tribes, a human history rich in epic ritual, travel, narrative, and innovation. This thesis has examined one small Pacific Island country, Vanuatu which is a typical example of an island country in the region. 76 % of the people lives on 83 different islands and have little contact with the central island and its public and political administration. The purpose was to examine why corruption exists in the region with the help of different corruption theories. The result was that many Islands in the Pacific have been colonised and have had very little time to build up a stable public and political administration. Results also showed that the islands have a strong tribal tradition and people lives isolated on islands far away from the “real political life”, there is also a culture which accepts e.g. bribery and the general attitude is that parliamentarians should look after their original tribe rather than the entire country.
